Finance Commission discusses sewage treatment plant

Regarding the proposal for a new sewage-treatment plant, Village President Brusek explained that the EPA will not allow water connection fees to pay for sewer loans. The sewer loans would be paid over a 20 year period. Beginning in the year 2016, he said, a positive cash flow for the sewage plant develop.

Brusek said that new housing developments will pay the cost of the plant. The Cunat and Marcamp developments will be required to pay all connection fees over 5-10 years whether they build houses or not, said Brusek. However, the Tamarack development will be responsible for 100% of its sewer and water costs.

The board is concerned about Police Department expenses. Brusek stated that the police department is $18,000 over budget for the first quarter of this year. Part time salaries were $5,000 over budget. Village police chief, Roger Szewczyk, previously requested additional employee help for the police department.

Brusek indicated that the current "incentive programs" for employees need to be examined. He does not want to see employees leave the department after the village pays for expensive certifications. A proposal that employees must pay back the money for their certifications if they do not complete at
least two years of service was discussed.

A crackdown on speeding trucks after midnight on Route 12 was suggested as a possible way to increase village revenue to help pay for additional police employees.
